Shuu had his hand in a tight grip upon Scotch's revolver around the cylinder. if a revolver's cylinder can't rotate it can't fire. Shuu offered the FBI's protection and safe extraction from the Black Organization due to Scotch's ID as Public Security Bureau being revealed. when Amuro/Rei/Bourbon ran up the stairs to the roof where those two were talking, the footsteps distracted Shuu and his grip loosened. then Scotch shot himself in the chest putting that bullet hole through his cellphone. Shuu turned around and when Amuro/Rei/Bourbon got to the roof he saw Shuu holding the revolver by the grip with the barrel still smoking and Scotch dead.
